Chocolate Cake

3 Cups Flour
2 Cups Sugar
1 Teaspoon Baking Soda
1/2 Cup Cocoa
1 Teaspoon Salt
2 Cups Cold Water
1 Cup Salad Oil or Canola Oil
2 Teaspoons Vanilla
2 Teaspoons Vinegar
Frosting: 5 Tablespoons Butter
Frosting: 2 Tablespoons Milk
Frosting: 1 Cup Sugar
Frosting: 1 Cup Chocolate Chips
40 minutes

Preheat oven to 350 degrees.
Grease 9x13 pan.
Mix dry ingredients first.
Add wet ingredients.
Bake 40 minutes.
In saucepan mix frosting ingredients (minus the 1 cup chocolate chips) and bring to a boil for 30 seconds. Add the chocolate chips.
Frost and enjoy!
